Provide connectivity to CPEC, KLM and the other major arteries including East West Linkages 

Primarily focusing on the China-Pakistan Economic Corridor (CPEC), the Karachi-Lahore Motorway (KLM), and other Motorways and National Highways, the Punjab Province is enhancing connectivity in the North-South direction. To ensure seamless linkages between these key national highways and motorways, the Department of Communication and Works (C&W) is dedicatedly working to establish connections through its existing highways and major arteries. This initiative aims to improve overall transportation infrastructure, fostering efficient and integrated connectivity in the region.

Unlock the potential of underdeveloped areas

Efforts are underway to enhance connectivity and boost economic development in Punjab through strategic initiatives. The focus includes establishing efficient farm-to-market roads (MFR) to facilitate the seamless transportation of agricultural produce. Additionally, there is a commitment to unlocking the untapped potential of tourism in key districts such as Rawalpindi, Murree, Bahawalpur, and District DG Khan. To further catalyze regional growth, the development of roads and bridges is prioritized to unlock the hinterlands.

Trigger economic activities by interlinking different economic & service sectors

The strategy encompasses the revitalization of agrarian regions. Central to this objective of C&W is the optimization of road connectivity, recognized as a catalyst for improved service delivery. Simultaneously, the strategy emphasizes enhancing the service capabilities of healthcare facilities by both upgrading existing infrastructure and establishing new facilities across diverse regions in Punjab. This multifaceted approach underscores the commitment to fostering economic growth and advancing service quality throughout the province."

Ensure transparency in transactions

In a concerted effort to uphold transparency in transactions, this department has implemented e-procurement, e-tendering, and e-bidding systems for highway and building projects. The objective is to transition towards a paperless bidding process, ensuring a streamlined and efficient approach to procurement. These digital initiatives not only promote transparency but also enhance the overall effectiveness of the bidding procedures in works related to highways and buildings.

Guarantee ease of doing business

A Business Facilitation Cell has been instituted in Punjab, featuring a one-window operation that focuses on streamlining the ease of doing business. Within the domain of C&W, this initiative will significantly enhance the seamless provision of No Objection Certificates (NOCs) for the Right of Way (RoW) and the establishment of petrol pumps. This streamlined process enables businesses to easily access public infrastructure and provides the general public with essential utilities within their reach.
The RoW NOC, issued by this department, facilitates local landholders and property owners in obtaining access to pathways, routes, or lands within the Right of Way of a specific road. This is instrumental for laying and erecting utility services, contributing to smoother operations and improved connectivity in the region

Assure evidence-based development 

The C&W department, in collaboration with the Japan International Cooperation Agency (JICA), is actively engaged in a project to strengthen the Roads Asset Management System (RAMS) in Punjab. This strategic initiative aims to empower C&W in formulating a comprehensive Annual Development and Maintenance plan, grounded in the actual conditions of the roads. Leveraging cutting-edge technology, including hardware such as Fast Falling Weight Deflector (FFWD) and software like HDM-IV, the department will craft an evidence-based annual plan. This approach ensures precision and reliability in the development schemes within the roads sector of Punjab, marking a significant advancement in strategic planning and execution.

By incorporating road safety provisions into the geometric designs of roads, we aim to ensure the safety of both vehicles and passengers, aligning with internationally accepted and approved criteria. Additionally, the installation of road signage and road furniture further contributes to safe traveling on provincial highways. This comprehensive approach not only enhances the overall safety standards but also aligns our infrastructure with global best practices, promoting secure and efficient transportation for all.
