Information Under RTI Act, 2013

Information required under Section 4 of Right to Information Act, 2013 will be displayed under the following heads:

1. Particulars of the public body, its function and duties: 

Communication & Works Department is mainly responsible for undertaking the infrastructure development in the province of Punjab including Govt. Buildings, Roads and Bridges etc. This department has following attached departments.

  1. Buildings Department.

This department looks after the building side of the infrastructure by three Chief Engineers based on their territorial jurisdiction e.g. Chief Engineer North, Chief Engineer South and Chief Engineer Central. Hierarchy of this department goes down to Sub Divisional level in the sequence of Chief Engineer (CE) - Superintending Engineer (SE) – Executive Engineer (XEN) – Sub Divisional Officer (SDO).

  1. Highways Department

It takes care of the roads, bridges etc. This Wing is also headed by three Chief Engineers on the basis of their territorial jurisdiction e.g. Chief Engineer North, Chief Engineer South and Chief Engineer Central. Hierarchy of this department goes down to Sub Divisional level in the sequence of Chief Engineer (CE) - Superintending Engineer (SE) – Executive Engineer (XEN) – Sub Divisional Officer (SDO).

  1. Research and Design Department

Undertakes factory visits for enlistment / removal of manufacturers, Suppliers.

  1. Planning & Design Department

Looks after the structural design and drawing of buildings, Geometric & Structural Design and drawings of Highways and Bridges etc.

  1. Punjab Architect Department

Oversees the design of architectural drawings and elevation of public buildings

  1. Punjab Special Initiatives Department

Function of this Department is to explore the ways and look after the execution of projects in Public Private Partnership mode.

  1. Monitoring & Evaluation Department

Monitoring and evaluation of Public Buildings and Highway projects is carried out by this Department

  1. Punjab Ring Road Authority

The Punjab Ring Road Authority has been established for Planning, Designing, Development, Management, Operation and Management of the Ring Roads assigned by the Government of the Punjab across the province of Punjab.

Functions and Duties of the Public Body under Rule of Business 2011

  1. Legislation, policy formulation and sectoral planning.
  2. Administration on roads, bridges and boat bridges, toll collection, rent for use of Right of Way (ROW) and leases of land for approaches / access roads.
  3. Deposit work on behalf of other agencies / departments / Federal Government.
  4. Policy formulation, planning and designing, construction, equipment, maintenance and repair of government buildings assigned to the department

Evaluation and fixation of rent of government buildings.

Water supply and sanitary work of government buildings and estates, except those assigned under main heading S&GAD under Sr.No.23.

  1. Planning and designing road and allied works financed from Provincial / Federal funds or through other sources.
  2. Preparation of architectural plans / drawings of government buildings
  3. Research and material testing pertaining to roads and buildings including coordination with Federal agencies.
  4. Sponsoring, Construction, maintenance, repair and improvement of roads, bridges, culverts, causeways, boat bridges, motorized launches and ancillary bridges for the Highways Department financed from Provincial / Federal Funds or other sources.
  5. Standardization and lay down specification for roads, bridges and buildings.
  6. Trainings for human resource development.
  7. Budget, accounts and audit matters.
  8. Procurement of works, goods and services.
  9. Service matters except those entrusted to Services and General Administration department
  10. Administration of the following laws and the rules framed there-under:
  • The Punjab Highways Ordinance, 1959
  • The Punjab Tolls on Roads and Bridges Ordinance, 1962
  • The Lahore Ring Road Authority Act, 2011

o. Matters incidental and ancillary to the above subjects.

2. Powers and functions of its officers and employees

All administrative powers / functions of the employees are exercised by the Secretary to Government of the Punjab, C&W Department

3. Norms and criteria set by the public body for the discharge of its functions

C&W Department performs its functions in the light of “Delegation of Financial Power Rules.” PPRA Rules are followed in the discharge of its functions. All development projects are advertised in the press and bids are processed in the light of the requirement of PPRA Rules. While executing its functions the department focuses on the following:

  • Utilization of allocated funds during the financial year
  • Execution of work as per Government of Punjab specifications 1964
  • For transparency, all the works advertised as per PPRA rules.
  • Monitoring and Evaluation of all the projects
  • Progress Review meeting of major / flagship projects.
     

4. Acts, ordinances, rules, regulations, notifications, circulars and other legal instruments being enforced, issued or used by the public body in the discharge of its functions

  • Punjab Highways Ordinance 1959.

  • The Punjab Communication and Works Department (architectural ministerial & subordinate posts) Service Rules, 1982.

5. A statement of categories of information being held by the public body

All information related to the service matters of employees from BS-17 and above is maintain in C&W Department. The information related to the service matters of employees from BS-01 to BS-16 is maintained in the offices of respective attached departments. The information regarding development projects can be requested from the heads of respective attached departments.

6. A description of its decision-making processes and any opportunities for the public to provide input into or be consulted about decisions

Decision in service matters are taken at the level of Secretary to Government of the Punjab, C&W Department. Decision on approval, designing, evaluation and monitoring of projects are taken by the respective heads of attached departments in the light of Delegation of Financial Power Rules. 

7. A director of its officers and employees with their respective remuneration, perks, and privileges

All Officers are drawing remuneration, perks and privileges as per Punjab Government Rules notified from time to time.

8. Budget of the public body including details of all proposed and actual expenditures

Every year funds are allocated to the C&W department in the annual budget according to the fiscal position of the province. This budget is provided quarterly. 

9. Amount of subsidy and details of beneficiaries if the public body provides any subsidy

This department does not provide any subsidy. However, as a result of infrastructure development made by the department, people at large are the beneficiaries of the department.

10. Particulars of the recipients of concessions, permits, or authorizations granted by the public body

The department follows all code of conduct, B&R code and Financial Power Rules.

11. Facilities available with the public body for obtaining information held by it

Public Information Officers have been nominated in C&W Department. The information required by an applicant can be obtained from the concerned Public Information Officer (PIO) through mail, telephone or by personally visiting the office of the concerned PIO.
